解决了，找到Error中提示 Package  Microsoft.LanguageExperiencePackzh-CN_19041.70.233.0_neutral__8wekyb3d8bbwe 这个，然后用管理员命令提示符运行 remove-appxpackage -package 'Microsoft.LanguageExperiencePackzh-CN_19041.70.233.0_neutral__8wekyb3d8bbwe' -allusers  里面填上报错的包，就会卸载掉，如果这条命令报错就是权限不够或者别的问题，如果你有很多个Error中提示 Package的报错就挨个卸载，卸载完之后就好了
